Heber City Moves Closer to Approving Tattoo Shops in Downtown Zones

Tattoo shops could soon find a home in downtown Heber as city officials advance plans to permit body art businesses in several commercial and industrial zones. Following a unanimous vote by the Heber City Planning Commission on Tuesday, May 13, the proposed ordinance changes now await final approval from the City Council.

The recommendation would allow tattoo parlors and other body art facilities—including body piercing, permanent makeup, microblading, and traditional tattooing—to operate in designated downtown areas.

Community Push for Change

The proposed amendments stem from months of advocacy by Julie and Oakley Franklin, a mother-daughter duo who approached city officials earlier this year after discovering Heber’s current code prohibits tattoo businesses citywide.

“After going through all the other regulatory agencies in the valley, they found out we do not permit tattoos anywhere in the city,” explained city planner Jacob Roberts. Their efforts sparked broader community discussions about the need to modernize city ordinances.

The Franklins argue that allowing licensed tattoo studios would promote cleaner, safer, and more professional environments, reducing the likelihood of unregulated, home-based operations.

Local Support for Regulated Tattoo Businesses

Public support for the changes has been strong. Several residents submitted written comments backing the proposal, many of which were read aloud during the Planning Commission meeting.

“Body art might not be for everyone, but there are many people who want or need these services,” wrote Megan Harris. “We would rather keep our business in the valley than drive 30 to 60 minutes somewhere else.”

Another resident, Jeannie Richards, emphasized the health and safety benefits of official regulation. “Allowing licensed and well-regulated facilities in our city will not only provide new opportunities for local artists and entrepreneurs but also ensure that this practice is carried out in safe, clean, and professional environments,” she noted.

Clarifying Definitions, Expanding Opportunities

The ordinance revisions will also add clear definitions for various forms of body art, a clarification city planners say has been long overdue. According to Roberts, the existing code lacks precise language about what constitutes a tattoo or similar service, creating ambiguity in enforcement.

Under the proposed changes, tattoo studios would be permitted in commercial, industrial, and business park zones within Heber’s downtown area.

Next Step: City Council Decision

With the Planning Commission’s recommendation finalized, the issue now heads to the Heber City Council, which will have the final say on whether to adopt the amendments. If approved, the changes would pave the way for Heber’s first legally sanctioned tattoo businesses.
