The City of Elgin is set to welcome its second adult-use cannabis dispensary after the City Council approved plans for Jane & Buds Cannabis Dispensary to open in a long-vacant commercial site. The council also granted approval for a new tattoo parlor in the Tyler Creek Plaza shopping center.
In an 8-0 vote last week, with new council member Diana Alfaro abstaining, council members gave the green light for Jane & Buds to occupy the former Boston Market building at 205 S. Randall Road. The 2,500-square-foot space has been empty since October 2023.
The new dispensary, operated by Emerald Coast LLC, will revamp the site with a modern black-and-white façade and add sidewalks, landscaping, and trees along the north and east perimeters.
“The location just checks all the boxes,” said Emerald Coast’s primary owner Matthew Hagglund during an April planning and zoning committee meeting. Hagglund, a U.S. Navy veteran from Bloomington-Normal, received three licenses through Illinois’ social equity cannabis program and currently operates dispensaries in Alton and Island Lake.
Jane & Buds plans to hire 20 to 25 employees. Operating hours will be 9 a.m. to 9 p.m. Monday through Thursday, 9 a.m. to 10 p.m. Friday and Saturday, and 10 a.m. to 9 p.m. on Sundays. One on-site security guard will be present during business hours.
Elgin first amended its zoning ordinance in 2019 to permit adult-use cannabis dispensaries in most commercial areas. However, it wasn’t until September 2024 that the city’s first dispensary, High Haven, opened at 15 Clock Tower Plaza near downtown.
In addition to the dispensary, the council approved a proposal from Nice Choice Club LLC to open a tattoo parlor at 32 Tyler Creek Plaza. The 1,475-square-foot space, formerly an employment agency, will operate by appointment from 11 a.m. to 7 p.m., five to six days a week. Some weekend walk-in availability is anticipated.
The tattoo shop will be located in the shopping center anchored by Butera Market at the intersection of N. McLean Boulevard and Big Timber Road.
